Fire hydrants are in the pavement there? That's unusual.
Most of them are in the ground in Australia too but I think the plates are smaller than this.

wow, i've never seen them in the ground like this...how do the dogs know where to potty?!
Is that the same as a manhole?
similar but not as big - a manhole has to be big enough for a man to get down - this is big enough only to allow access the hydrant below.
